A Call for Expression of Interest (EOI) for Consultancy Services to Conduct a One-Day Training Workshop Meant to Equip UNACC Members with Adequate Knowledge of the Requirements for a Successful Bidding Process.

The Government of Uganda (GoU) through the Ministry of Energy and Mineral Development (MEMD) in collaboration with Uganda National Alliance on Clean Cooking (UNACC) aims to address challenges that clean cooking companies face during the project bidding processes in the clean cooking space.

Research has established that many companies dealing in clean cooking technologies do not qualify in any bidding process for reasons being lack of adequate information and requirements for any successful bidder to have.

A series of calls for expression of interest (EOI) has been put out for the sector members to participate. Our findings show that very few companies have always succeeded in such calls because they are well organized with requirements to succeed in those bid calls.

However, no or little attempts have been undertaken by unsuccessful companies to find tangible reasons and solutions for this mess. More so, there has been less effort from the Development Partners to help out these affected companies/members to understand why they always fail and how best they can over-turn the effect.

It’s against this background that UNACC intends to hire a consultant/expert to train all our members in the possible processes to enable them to become successful bidders in the forthcoming prospective calls. With the support of the United Nations Food and Agricultural
Organization (FAO), UNACC is hiring two (2) experts/consultants to offer consultancy services to conduct a one-day training workshop to the above effect that is scheduled on 15th August 2024 at Hotel Africana starting at 8:30 am to 4:00 pm.

The objective of the assignment

  • The overall assignment of this consultancy is to equip UNACC members with adequate knowledge of the requirements for them to become successful bidders.


Terms of Reference for the Consultant

The assignment is as follows:
• Conduct a pre-training survey to assess the current knowledge and skills of the participants to evaluate the gap analysis.
• Conduct a needs assessment to identify specific bidding requirements.
• Develop a customized training program covering essential business readiness in line with financial management and technical abilities.
• Deliver interactive and engaging training sessions (case studies, success stories, and group work)
• Provide coaching and mentoring support during the training.
• Submit a final report detailing training outcomes, lessons learned, and recommendation

Expected deliverables
• Training program outline and content
• Participant assessment and evaluation tool
• Final training report on outcomes, lessons learned, and recommendations.

Professional Requirements
• Evidence of similar exercise done in Clean cooking space.

Skills/Expertise
• Proven experience in Business Training and Development
• Strong knowledge of business readiness principles and practices • Excellent facilitation, coaching, and mentoring skills
• Ability to work with diverse groups.
